Oh, that's new to me! Never heard about that but I don't think that changing the lyrics has cost a lot of troubles. In some shows of the Stray Cats (81-82), Setzer was singing those Jeanie lyrics...
For that reason, some other artist should have taken legal actions against the Stray Cats: see that Wild Saxaphone was written by Brian Setzer but there are no changes in comparison to the original performance by Ray Montrel (I'm not sure if I'm spelling the name correctly) or Fishnet Stockings, Crawl Up & Die or even Everybody Need's Rock & Roll and Gene & Eddie (which is a song made by putting together different bits of different songs...)

I don't have the definitive answer here, not by a long shot, but most of the Stray Cats pressings incorrectly attribute the songwriting credits for Jeannie Jeannie Jeannie. The song was actually written by George Motola and his wife, Ricki Page, in 1956, and was originally recorded from a girl's point of view when it was called "Johnny, Johnny, Johnny." Kay Cee Jones released a version on Imperial. DJ Jimmy Maddin performed gender reassignment on the song, re-naming it Jeannie, Jeannie, Jeannie, and these are the lyrics Eddie covered.
Eddie recorded it on 12 January 1958 with Guybo Smith on bass and the great Earl Palmer on drums, his first of several great recording sessions with Eddie.
I can't find a clear answer on the Stray Cats adaptation, but I also recall some legal action regarding royalties/credits on the song. I don't know how involved the Cochran family was with that, since Eddie didn't write the song. I do know that the credits listed were incorrect on Stray 1 and Built for Speed.

Normally, a songwriter is more than happy to get their tune recorded... since the royalties are paid automatically through licensing organizations like BMI and ASCAP. Besides, how did the Stray Cats change it anyway? This version sounds much the same as Eddie Cochran's orginal.

As for recording other people's songs, here's what I've been told by NCB (who secure royalties in Scandinavia): As long as you pay a certain percentage to the composer/whoever owns the rights of the song, you're free to record and release it. You can't change the lyrics or music without permission (and certainly not put your own name on it), unless, of course, the composer gives you permission to do so. Say, if I wanted to record and release a Stray Cats song with my own, Norwegian lyrics (which I won't! ), I would have to get permission from their publishing company. Even though the lyrics were mine, I would not get royalties. But if I just wanted to record a Stray Cats song without altering it, the only thing I would have to do was pay a sum of money (a small percentage, calculated from the price, the number of tracks on the album, and how many copies I wanted to print) to NCB. They'd distribute the money to BMI or ASCAP, and Brian (and/or Jim/Lee) would get their share of the money on their next royalty check.

Something tells me they knew the original composers would not approve having "dirty" lyrics take the place of the original ones. Who knows, maybe the Cats thought they'd get away with it...?

When an original work has been copyrighted for a certain number of years after the originator's death (50? 70? Don't remember...), they're free for everybody to use ("public domain"). According to Wikipedia, "In the mood" was recorded as early as 1929 (albeit under a different title), although Glen Miller's version is from 1939. Original lyricist (sp?) Andy Razaf died as late as in 1973, so Brian obviously must have been permitted to write his own lyrics by the publishers.
As for "Peroxide Blonde", I'm sure you know that Brian was encouraged by composer Jumpin' Gene Simmons to complete the song, since he couldn't remember the missing part himself.

Except in the case of Weird Al, he is changing the lyrics, so he still has to get the consent of the author / copyright holder before he can proceed. Thus far, the only artist ever to completely refuse him is the artist formerly known as The Artist Formerly Known As Prince.
